Located a couple miles north of the City of Orange Cove, California, the Hills Valley Irrigation District (District) provides surface water from the United States Bureau of Reclamation's (Reclamation) Central Valley Project to prime agricultural farmland in both Fresno and Tulare Counties. Formed in 1948, the District started receiving Federal supplies through a short-term water service contract with Reclamation in October, 1969. Today, the District has a permanent Friant Division Class 1 Contract for 1,250 acre feet, a permanent Cross Valley Canal In-Delta Contract for 3,346 acre feet and is a subcontractor through the County of Tulare's permanent Cross Valley Canal In-Delta Contract for 2,913 acre feet.
The District encompasses approximately 4,326 acres of which about 3,650 acres are currently irrigated. The District provides service to eighteen (18) entitlement holders. Almost the entire District is planted to permanent crops, with the most prevalent being citrus. Other permanent crops include almonds, olives, pistachios and plums.
The District has approximately eleven and a half (11.5) miles of pipeline, divided into two (2) improvement districts, three balancing reservoirs and one (1) turnout structure in the Friant-Kern Canal.
